在神秘幽暗的大洋深处，生活着一群无人知晓的生物。他们个头很小，还没有拇指一般大，依靠头上的管子呼吸养分，每个人身上都有与他人不同的鲜艳色彩。他们以海草为食，在这里建立了一个与其他生物和谐共处的海底王国。精灵王国的文明高度发达，他们和地面上的人类一样有警察、总督、司机、厨师、科学家、法官等种种职业，最为重要的是，小精灵们更加爱护他人和身边的大自然。 主人公奥斯达是一个还在上学的黄色小精灵，他正义勇敢，身边经常为这几个性格各异的好朋友：始终保持沉默的绿色的嘟嘟、聪明开爱的女孩凯西、美丽动人的小红星以及自私自大的总督之子朱尼尔。这群好朋友在一起，每天都发生各种各样有趣的事情……。Plebs is described as "a thoroughly modern comedy in an ancient setting."
